Policies on Operation during the Years 2009 – 2013 Thai Tap Water Supply Public Company Limited |

To guide the operations of Thai Tap Water Supply Public Company Limited, the Board of Directors therefore establishes policies on operations during the years 2009 – 2013 for the management’s operations, as follows: |

1. To give priority to the urgency of tap water business expansion, particularly expansion of production capacity of
accommodate demand of tap water in the areas of Nakhon Pathom Province and Samut Sakhon Province,
along with development of capabilities of staff to have knowledge and expertise to become a provider of full
tap water services, and preparations for expansion of the Company's business to drinking water and
wastewater treatment businesses.

2. To provide consumer with utmost satisfaction, by providing services beyond expectation to direct customer,
i.e., the Provincial Waterworks Authority, particularly the Regional Office 3, the Sam Pharn Regional Office,
The Om-noi Regional Office and the Samut Sakhon Regional Office, as well as indirect customers, i.e.,
tap water consumers in the service areas.

3. To manage all risks to stay at an acceptable level whereby such risk, financial risk, marketing and
environmental risk, legal and political risk, technological and innovative risk, etc. |

4. To realize significance of staff and treat them as on of the most important resources of the Company whereby
the Company realize the staff must first have pride and satisfaction with their jobs and towards the Company,
to enable them to provide customers with utmost satisfaction accordingly. |

5. To ensure transparency in accounting and maintain financial stability, whereby one of the important goals of
the Company is to achieve satisfactory result of operation. To achieve such goal, the Company thus needs to
ensure the transparency in accounting, along with financial. |
